At least some articles that haven't been revised since the Tiki->Kitsune merge don't have helpfulness graphs. See the forum thread[1] for a list. I suspect this may be related to the "Unreviewed" but "Current" state some revisions ended up in, when a reviewer/review date couldn't be determined. I don't have much proof of that, though. I also found that the graph only shows for documents with >1 revision.

Is it possible that these articles have no votes? Off the top of my head, I don't have any direct recollection as to why this may be happening (but it's entirely possible). I believe if there are 0 votes the expected behavior is to simply not display a graph.
