User Agent: Mozilla/5.0 (Windows NT 6.1; rv:6.0) Gecko/20110820 Firefox/6.0 SeaMonkey/2.3.1 Build ID: 20110820145925 Steps to reproduce: Bookmarks\Manage Bookmarks\. Selected a bookmark folder. Then \View expecting to see "Set as Personal Toolbar Folder" as an option. Actual results: No "Set as Personal Toolbar Folder" option. Expected results: "Set as Personal Toolbar Folder" should have appeared as an option. From SeaMonkey Help: "Designating a Bookmark Folder as Your Personal Toolbar Folder Open the Bookmarks menu and choose Manage Bookmarks. Select the bookmark folder whose items you want to appear on the toolbar. From the View menu, choose Set as Personal Toolbar Folder."
From what I understand ... Help is incorrect. "Personal Toolbar", also known as "Bookmarks Toolbar" (see Bug 588191), is now a "fixed entity" (if you will) in that you can no longer assign a different Folder as the Personal Toolbar. To accomplish the same now, open Bookmarks Manager (Ctrl+B), then manually copy entries from the wanted Folder into the "Personal Toolbar". (Backup first. I would suggest copy & paste rather then cut & paste. Verify the changes afterwards.)
therube is right, Help is not up-to-date in that respect (see bug 557504). The behavior has changed; in the new setup there is no way to change the Bookmarks/Personal Toolbar folder anymore.
