Once a user enters the set up, it should be modal until the user finishes or cancels.

"modal" meaning all of the Firefox UI except for the menu button or bar is hidden, much like in Panorama. See https://people.mozilla.com/~faaborg/files/projects/sync/allFlows-i2.png

I promised Ally I'd look into getting the setup wizard window modal. This takes the Panorama approach of an iframe. That makes loading/destroying the wizard very easy and we might even be able to keep the <wizard> binding in XUL. This is just a proof of concept, of course. I expect none of this code to actually survive :)
