Currently when the dashboard message is changed no one is notified, so changes are pretty much invisible for group members. To make the process of notifying everyone more straightforward let people click a check-box to mail everyone in the group the new content of the dashboard message when saving.
This requires us to hack around some stuff in the admin, and we've got a bunch of other priorities, 9-20 isn't a good commitment without shifting those.

Kadir, is this referring to the Knowledge board dashboard at https://support.mozilla.org/en-US/contributors, or is it a different dashboard? It's unclear what message or dashboard this refers to. (At least to a relative outsider.)

This refers to group dashboards. You have to be a member of a group to see it. Group leaders can pin note to the top of the dashboard. Creating that note sends a message to group members, changing that note doesn't, but it should.
