Open the Crash-Reporter - about:crashes
Click on 'Remove All Reports'
Refresh page, note that the history list is restored. 

Closing, re-opening about:crashes also restores Crash-history.

No idea when this may have changed/regressed.

I see no errors in the Console.
The last six digits of these crash IDs, do they look like dates, or are they random hex digits? Crash IDs from the server should end in YYMMDD, crashes that failed to submit or were not submitted are just random hex strings. If they're not YYMMDD, then this might be a dup of bug 583738.
Indeed, they are hex numbers, no date seen.  Some, most of the crashes that are showing are the result of a Flash-crash, rather than entire browser, does that matter in the format of the report link, i.e. hex vs date.
Ah, that makes sense. We don't auto-submit plugin crashes, you have to click on the "Send a crash report" link, so they can hang around in the "pending" directory. These are unsubmitted crash reports. You can click on them in about:crashes to submit them, but until the patch in bug 583738 lands the clear button won't remove them.
