Middle click (open in new window) doesn't always work

Details
Middle clicking a link (or right-clicking and selecting "Open link in new
window") works a few times on a particular page, then stops. Visiting a
different page exhibits the same behavior: opens new windows the first few
times, then stops working.
Reproducible: Sometimes
Steps to reproduce:
1. Go to a page
2. Open links in new windows
Expected: A link will always open in a new window
Actual: Sometimes works, sometimes just sits there
There doesn't seem to be a specific number of times links actually open new
windows; I wish I could give more information.
