With my current patch for bug 543435, docshells get an about:blank doc synchronously generated into them before the navigation to the first real doc takes place. With iframed docs, specialpowers.js checks for about:* URLs in http://mxr.mozilla.org/mozilla-central/source/testing/mochitest/specialpowers/content/specialpowers.js?force=1#442 and decides not to attach even though the iframe will soon navigate to a doc that specialpowers.js should want to attach to.
