It slips to the right, if no scroll bar is available. That looks not good. It is still the same in version 6.0, please see the attached screenshot. Expected results: The last column must not slips to the right, if a scroll bar is available or not.

iirc this was an intentional change to allow more space in the columns.

I thought I saw a bug somewhere that the scrollbar-space-eating effect should only apply to left-aligned columns, but I can't seem to find it...

The extra columns in folder pane have been removed, which might make this invalid. Otoh, I'm shocked to see (in message list) that double-clicking on column header right margin of each column does not expand that column to default width, and there seems to be no way of showing more columns than fit into the visible area. Do we have bugs for that? I suppose that's shortcomings of the xul grid control or whatever it's called?

Somebody who fully understands this bug should make its summary more specific.
Since version 3.0 the Thunderbird has a problem with the column display of the last column. It slips to the right, if no scroll bar is available. That looks not good. It is still the same in version 17.0, please see the attached screenshot. I'm wonder, that nobody see that bug and it is still not solved.

box300, thanks for reporting this issue. One reason why it's hard to see your bug is that you did not add a series of steps to reproduce (STR), and your screenshots don't have any annotations (arrows or circles indicating the problem) so people can see different things or none. I don't have time to add STR now, but if it's just about the contents of the last column "slipping" underneath the column selector when there are few messages and hence no vertical scrollbar (so contents of last column appear shifted about 1cm to the right the right compared to column header), then that's a rather cosmetic (trivial) problem as you're still seeing all your contents (compare: bug 458274 where contents are clipped) It might even be by design, notwithstanding a potential bug that this should only happen for left-aligned columns per comment 2.
