Details
There are some cases when length of translated strings should not exceed hard limit. http://mxr.mozilla.org/mozilla-central/source/security/manager/locales/en-US/chrome/pipnss/pipnss.properties is biggest offender. If l10n strings exceed these limits, they will be truncated. There were some bugs on this issue - see Bug 320231, Bug 629034 and Bug 505970 IMHO, compare-locales should be taught to warn localizer if max length of string has been exceeded.

I filed bug 435874 ages ago, but never figured out a solution that would add that to compare-locales without making it a totally app-specific bitch.
