Nobody uses dev.tech.gfx (or its mail mirror); it should be removed.

I still see dev.tech.gfx in our forums page [1]. We should probably remove it?

dev-tech-gfx is still listed at https://lists.mozilla.org/listinfo and https://lists.mozilla.org/listinfo/dev-tech-gfx still exists.

The dev-tech-gfx mailing list was revived on April 4th, 2014, and is still somewhat active (last message on Oct 16th, 2015). Not sure why the archive says that there haven't been any messages to it.

Oh. When I google for the Google Group all my results were about it being removed, which took me to this bug.
As for the lack of mailman archives (as opposed to the Google Group archives): there is
an option to turn on archiving in the mailing list administration page, which the list administrator can enable. (It's a shame this isn't enabled by default, because it's not obvious.)

Are you sure? The last message on the news server is from November 2014.
It could be that there's a vestigial mailing list and newsgroup but it's no longer all hooked up together. IOW, the removal didn't work properly.
Do we try and resurrect it (which may or may not work properly), or do we kill it and replace it?

It hasn't had a lot of traffic, but it is useful to have it - I don't care which of the two options we use as long as eventually we end up with the list that we can use :)
