1) Visit -dev

2) Register with a new email address

3) Click register

4) Browser submits to ./accounts/register and displays the homepage with no message.

Expected:

A message displayed that says to check your email and follow the link to confirm your account.

No, there should be a separate page for this step. This is a bug in registration.
-dev's been updated to overwrite existing registrations when the same email is used, which may have been a cause. Can you retry and give specific steps to reproduce (email/name/password used)?
Issue was with the server not displaying registration messages properly. This was fixed in https://github.com/mozilla/affiliates/commit/d930cf4c14a9c5cace22413893176dcd089c2b26
