As per Ragavan, webapps won't have licenses. Please remove this step from upload process at https://addons-dev.allizom.org/z/en-us/developers/addon/app-335394/submit/5 Keep in mind that webapps can still have EULA. So, we just need to hide this part --> http://screencast.com/t/JeMxp671xO3I
