make install doesn't set proper owner group permissions

Steps to reproduce:

When doing a make install as root the files installed in these folders still have the owner and group from the user who built the files:

prefix/include/firefox-9.0a1
prefix/lib/firefox-devel-9.0a1/sdk
prefix/share/idl/firefox-9.0a1




Expected results:

Those folders and all the files in them should take owner and group of root:root.
I should have mentioned that it started doing this quiet a while ago (1-2 years ago), but I had forgot to report it.
