steps to reproduce
1. open the preferences pane in browser controls
2. pan down to the privacy and security section.
3. press down on any pref row and slowly pan up (make sure your finger is on the row text)

actual results:
the pref in the row has changed

expected results:
the pref value ahould be the same value it was before step 3
