Per jabba and csheilds:

We want the LDAP schema and migration files outside of the web app repo, because it only needs to be deployed to the LDAP Provider host. It SHOULD NOT get distributed to all the webheads.

directory/migrations/01-mozillians-structure.ldif - contains account creation.

Tasks:
1) Extract directory to a new repo mozillians-ldap

2)  Break apart 01 migraiton into 

01-structure.ldif
02-accounts.ldif-dist
03-policies.ldif

We WON'T add this as a submodule to mozillians, because that would cause it to be deployed to webheads.

Update mozillians webapp docs that this new repo is a dependency.
Spin a new vagrant VM.

Make sure './directory' was deleted in update. If not... delete it.
