I can't reproduce this. I tested on OS X 10.6.8 and 10.5.8, with FF 6.0.2 and today's mozilla-central nightly. Later I'll try on Lion.

I can reproduce it on today's nightly by loading this bug reducing the width of the window.

This I *can* reproduce (testing with FF 6.0.2 on OS X 10.6.8).
But it's quite a different problem from that of your original screenshot, and I'm not sure it's really a bug.
Your original screenshot showed (I think) a truncated (vertical) scroll-bar thumb. If that's really what happened, it's clearly a bug. But I can't reproduce it.
Your second screenshot shows that, when the window reaches a minimum horizontal size, the vertical scrollbar gradually gets masked away as you continue to reduce its size (horizontally). This is different from what happens when the window reaches a minimum vertical size -- in that case the horizontal scrollbar suddenly disappears (without ever being partially masked).
Do these behaviors also happen on other platforms (like Windows or Linux)?

I'll leave this bug for the original problem if it comes up again. I've filed bug 687999 about the other problem.
