steps to reproduce: 1. Pick an add-on awaiting full review 2. Go to https://addons-dev.allizom.org/z/en-US/developers/addon/tweee/payments 3. Switch to lite review at https://addons-dev.allizom.org/z/en-US/developers/addon/tweee/versions/ expected behavior: Enrolling to marketplace is disabled on switching to lite review. actual behavior: Enrolling in Marketplace is still enabled for an add-on after switching to lite review.

That commit was for the wrong bug. Lets allow this but: - when they complete sign up, switch the addon to full review - on the first step give them a message that doing this will switch them to full review
