It is not unprecedented to use the code 'es-419' to encode Spanish as spoken in Latin America and the Caribbean. I think that code is probably appropriate here.

I've marked this bug as blocking the individual proposals for new localizations, but there does not appear to be one on file for es-EC (Spanish, Ecuador). I don't know if a specific bug is required for that.

As for this es-419, it could be used as the basis for Spanish as spoken in all regions in Latin America and the Caribbean. Individual region-specific locales could be spun off as needed. (es-AR and es-CL already exist, for example.)

Keep in mind that this localization is only valid for this Spanish variant (group 2), not for all Latin America. Our idea is to have one localization per variant.

The variants we have spoken about are:

1. México (es-MX), Guatemala (es-GT), El Salvador (es-SV), Honduras (es-HN), Nicaragua (es-NI), Costa Rica (es-CR).
2. Cuba (es-CU), Rep. Dominicana (es-DO), Puerto Rico (es-PR), Panamá (es-PA), Colombia (es-CO), Venezuela (es-VE), Ecuador (es-EC), Perú (es-PE), Bolivia (es-BO).
3. Chile (es-CL), Argentina (es-AR), Paraguay (es-PY), Uruguay (es-UY).
4. Spain (es-ES).

This bug should be valid for countries in group 2. Currently there are people working in the community just in the 5 countries that are listed in the whiteboard.
Adding [es-MX] to white board since this localization is going to be be a merge from groups 1 and 2.

So the groups would be:

1. Mexico (es-MX), Guatemala (es-GT), El Salvador (es-SV), Honduras (es-HN), Nicaragua (es-NI), Costa Rica (es-CR), Cuba (es-CU), Rep. Dominicana (es-DO), Puerto Rico (es-PR), Panama (es-PA), Colombia (es-CO), Venezuela (es-VE), Ecuador (es-EC), Peru (es-PE), Bolivia (es-BO).
2. Chile (es-CL), Argentina (es-AR), Paraguay (es-PY), Uruguay (es-UY).
3. Spain (es-ES).

We should find a way to use the work es-MX has done (is the one with more strings updated)

Out of curiosity, how's the progress on this?

Also, I was trying to think about how to tag the different groups, since you're not going to create a single es-419 locale.

The best I could come up with is es-013 (Central America) for Group 1 and es-005 (South America) for Group 2. This, of course, would have to be a compromise, since many of the Group 1 countries are technically in South America, but it's the best I could come up with. (Group 3 would obviously remain es-ES, since there's only one country in that group.)

Junior and Percy are leading this effort for group 1. They are starting to work on narro.

I don't understand what you mean by es-number sorry.
This locale registration bug is being resolved as INCOMPLETE because it has not been updated since before the final Firefox 10esr release on 2013-01-08. It is assumed that there has not been any progress in developing the desired localization since that time.

If you feel this bug has been closed in error, please reopen it and provide a status update for your locale.
