This is just a URL. Why do you care? Also, we filter strings using the html filter from Template Toolkit. I don't see us going to do this change.

What does HTML have to do with URLs?

I agree that it would be generally nice to encode our URLs with + instead of %20 if it doesn't add complexity to our system.
