I find myself triggering the copy text UI when scrolling through a web page all the time. This doesn't happen in the stock Android browser. Can we do anything to decrease the chance of this UI being retriggered all the time?

All the time? Really? I never do.
Tell us more about how you scroll. Do you leave your finger near the screen between pans?

I believe so, yes. I can demo it to you during the work week in person. :-)
