Steps to reproduce:

1.      Login on Staging server.
2.	Select reviews for an available add-on – e.g. https://addons.allizom.org/en-US/firefox/i/addon/adblock-plus/reviews/
3.      Submit a new review.
4.      Click the "Edit review" button next to the submitted review.
5.      Clear "Title" and "Review" fields.
6.      Click the "Submit review" button.


Actual results:

Nothing happens.


Expected results:

An error message should be displayed letting the user know that they are attempting to submit an empty review.
