We should put a link next to the advanced pref for Telemetry that says "Submit performance data" so that curious folks can get more details about what they're submitting. Perhaps for starters, we can provide the same link that is in the Telemetry opt-in (that points to the privacy policy detailing what's collected).
This spun out of me misinterpreting what bug 689629 was intended to address.

This patch adds a "Learn More" link next to the checkbox in advanced prefs. I don't like it very much because it requires adding a new string (duplicating the words "learn more" from browser.properties file). If there's any advice front-end gurus can give me of where to pull an existing already-localized string for this, I'd prefer to do that.

I don't see any precedence for adding this type of "learn more" button in our preferences. (i.e. Other preferences like Submit crash statistics and enable hardware acceleration don't have a learn more button.) Alex/Gilbert are currently working on unifying Firefox data ping information. If it's determined that this type of link in Firefox preferences is desirable, we should implement it in a consistent manner for all of our pings.
I'm resolving as won't fix with the expectation that we'll have a consistent story from Alex/Gilbert that will guide our product decision in this regard.
