Steps to reproduce:
I'm using TB 7.0 on Snow Leopard 10.6.8, with Growl 1.2.2.
mail.biff.show_alert is set to true (default value)
Actual results:
When I receive an email in the inbox, I see the red count badge on the dock icon, but no growl notification.
If I receive an email that's moved by a filter in another folder the growl notifications is correctly displayed.
Expected results:
A growl notifications should be displayed when a new mail in the inbox is received.

That bug is due to Growl 1.3 which broke APIs. This one isn't.
Carlo is Thunderbird selected if you go to the growl control panel in Systems preferences ?

Yes.
But now it's working. In the meanwhile the only change I did to my Mac is a couple of reboots.
Guess that was enough.
