The behavior described below does NOT occur if I set the preferences
"Memory Cache" and "Disk Cache" to 0.

RECIPE:

- Visit the URL above.

- Click any of the links in the white area (a frame).

  Notice that the top address field has been updated correctly.
  However, the white frame has not been updated.

- Select "Reload" from the "View" menu.

  Notice that the white frame now updates correctly.
Works for me if the page has finished loading.
However, I see this if I click on a link quick enough.
The links have target="_top".
0.8, Win NT.
