I don't really understand how this can happen. Do we have more details about those users?
The users update Firefox via auto-update. When Firefox restarts, that is the first page that loads.

Are there using a beta version of the Firefox 3.6 branch instead of the final version? That kind of urls smells of our beta-testing community, not end users.
The ones who have reported it stated they were using release versions. I had the same thing happen on my version 3 install on 3.6.22.

I'm using ubuntu 10.04, and this was the new version of firefox it updated it to.

Also, we actually set startup.homepage_override_url to about:blank for some reason in Ubuntu, which should disable the whatsnew page from ever showing

I've got LANG=en_US.UTF8
I have my homepage set to about:blank anyway. The What's New page only shows (or rather, fails to show!) the first time after a firefox update. The problem happens each time the firefox version number changes, then never again.
Possibly relevant: in Add-ons, I have the "Ubuntu Firefox Modifications 0.9rc2" disabled. I don't remember why, maybe just on principle; I do remember I couldn't find a package I could remove to get rid of it completely.

Ok, if you disabled ubufox then you will get the whatsnew page after every upgrade. In any case, that isn't making much sense as it will use the upstream default URL (which we don't change, and is set to http://www.mozilla.com/%LOCALE%/%APP%/%VERSION%/whatsnew/). Are you sure that you haven't change "startup.homepage_override_url" locally?

I have these (not in bold, so I've not changed them):
startup.homepage_override_url;http://www.mozilla.org/projects/%APP%/%VERSION%/whatsnew/
startup.homepage_welcome_url;http://www.mozilla.org/projects/%APP%/%VERSION%/firstrun/
I think the issue is that the whatsnew page does not exist for the version numbers being used. Currently that would be:
http://www.mozilla.org/en-US/projects/firefox/3.6.24/whatsnew/
3.6.24 is not an ubuntu-only release, so the problem is either the whatsnew pages are not being made, or the default URL in firefox config is incorrect. Should the URL be this:
http://www.mozilla.org/en-US/firefox/3.6.24/releasenotes/
(BTW, http://www.mozilla.org/en-US/projects/firefox/3.6.24/firstrun is not there either.)
