As 7.0 -> 7.0.1 is a small bug-fix update, there isn't really any reason to show the what's new page. We should however show it for 6.0.2 -> 7.0.1 users.
The attached patch is a quick fix based on a patch by irving that achieves this. It will only land for comm-release.
For future versions I'm going to propose that we make this more permanent and we'll do that in a separate bug.
