Steps to reproduce:
Opened download manager with ^J with the only download option set is "Don't open anything" and do a download. When the download finishes the download manager window comes into focus. Download Manager is open so downloads can be monitored.
Actual results:
After a download finishes the download manager window comes into focus even though the only option set is "Don't open anything". The download manager is taking focus from the current window when it is not supposed to do anything.
In 2.0.14 the download manager does not come into focus. Which is the expected behavior. In 2.3.3 when each file is finished the download manager pops into focus. In 2.0.14 if the "Flash ..." option was set the download manager would flash in as expected.
Expected results:
The download manager should have simply updated the screen and not changed the focus since it was not told to flash the screen. This current behavior makes using the download manager annoying since other work is being done while waiting for the downloads to finish and if a number of downloads are being down the focus disappears from where it is supposed to be as each download finishes.
System is Slackware 13.0 Linux using the FVWM 2 Window Manager with 96 window view ports.

Bug 143267 may be related since it tries to address a failure to come into focus when it is supposed to come into focus. This is an issue where the windows is not supposed to come into focus.

I know that the toolkit interfaces have this "bring to front" thing, but I'd think that with the "do not open anything" pref we should probably ignore it - unless the Download Manager has been opened manually.

The download manager had been opened manually with ^J. It is kept in another of the fvwm2 viewport screens. I run with 96 of them due to the variety of work I am doing.
With the 2.0.14 the download manager updates but does not take focus. The focus is being taken after each download finishes.

Do you have the setting for bringing the download manager to the foreground when it's already open set? This is the top checkbox in the download preferences...

Under the preferences the only settings checked are
Don't open anything
Always ask me where to save files
Under the 2.0.14 version the settings that I had were
Open the download manager
Always ask me where to save files
Show an alert
I would then move the window manager to where it I wanted it. Normally, Seamonkey would be running for months and weeks at a time. I would only restart if it crashed.
I tried playing with the options after the update and the window manager grabbing focus unexpectedly after 4 or 5 downloads and saving of some images from emails.

So you are sure the very first checkbox in the dialog, _above_ the setting "Don't open anything" is not checked?

Yes. The square check box "Flash the download ... " is NOT set. I have manually verified this.
The radio button "Don't open anything" is selected. "Open the download manager" and "Open a progress dialog" are not selected.
The download manager is open and was open manually so downloads can be monitored. The window manager FVWM 2 shows the title bar in its "window pager" so as the percentages complete is updated in the download managers title bar it is visible in the FVWM-2 "window pager".
In trying to not have the download manager take focus after each download finished I altered the settings from the 2.0.14 settings to the current 2.3.3 settings in comment 5.
The underlying Linux OS and X-windows environment has not changed.
Is this still reproducible with SeaMonkey 2.8? I can't reproduce under FreeBSD/KDE4

I have not managed to upgrade to 2.8 yet. But it still has still been occurring on 2.7.2 on Linux. It is on the schedule to do.

Try also to reproduce this in Safe Mode (Help - Restart with Add-ons disabled) and on clean profile (http://kb.mozillazine.org/Profile_Manager)

I ran in safe mode and the download manager will still come into focus even though the settings indicate not to bring it into focus. Ran 2.8 in both normal and safe mode.

And on clean profile? Also, check Tools - Web Development - Error Console, is there any related messages?

It did the same thing on a freshly created profile. The download window was opened manually and the profile was set to "do nothing" and "flash" was unset. I downloaded the seamonkey 2.8 source code and after it was downloaded the focus was switched to the download window.
Nothing in the error log seems to be applicable.

This might be due to the window manager you are using (fvwm) Does it have any settings for autoraise?

Not that I know of. And I doubt fvwm is the problem. The multiple versions of Seamonkey that exhibit and don't exhibit the problem are running under the same version of Slackware and fvwm 2. The only change was the updates of Seamonkey using the binary distributions. The system is very stable. The last boot was more than a year ago.

Donald, does something change with current SeaMonkey versions? Can you also try nightly build from http://ftp.mozilla.org/pub/mozilla.org/seamonkey/nightly/latest-comm-central-trunk/ ? Just unpack it to separate folder and run from there.

I am downloaded 2.13a and ran the x86_64 version. It did the same thing. Will do some more tests. I thought I saw when I was on the ftp:// download page display and did the first transfer the Download Manager Window was not brought into focus. But when I tried to repeat the process the Download Manager Window was brought into focus each time.

This problem seems to have been fixed in this version

After I cleared the download manager window with the "Clear List" button and downloaded some pdf files the window manager started popping up again. The window manager had around 40 items in the window.

I just installed 2.46 and it does the same thing. When the download finishes and the download window is open it changes the focus to the download window. And this occurs even when none of the Seamonkey windows are in focus.

Also, I am running on Slackware 14 x86-64 with various updates now.
