690922 - Create A Blank Snippet

Not showing any snippet part of the time increases the clickthrough when we do show snippets. It's also refreshing sometimes to not show a snippet. 

Therefore, we'd like to create an entirely blank snippet. 

This snippet should remove the snippet box, and maybe the blue gradient too - although I'm not sure of that. I've Cc-ed the about:home designer, Stephen Horlander, here to give his expert opinion on if that blue gradient should remain or not. 

Michael: Is this possible to control through the snippet service itself? As discussed, there should be no flash effect. 

Timing: This is a Q4 snippet goal

Originally it was supposed to be a separator between search and non-search but we don't have that stuff yet. So if there isn't a snippet we should remove the blue gradient.

Thanks Stephen - We will try to remove the blue gradient through this blank snippet if technically feasible.

Hey guys - this is also a priority for Q4. It's fine if it "launches" during the mid-to late part of the quarter but I'd like to get it on the radar now. Thanks!

A prototype of this snippet is currently available on stage; to see it, point your snippet addon to https://snippets.stage.mozilla.com and set your name to 'blank'.

Currently, it is set to blank out the snippet box and gradient 20% of the time; what percentage do we want this to be set to?

What versions or channels are we targeting with this? Once that is confirmed, I can test and mark this snippet as ready to go live.
