Pressing tab while entering comment in splinter should move the focus to the Save button, not the Cancel button

Details

When entering a comment in Bugzilla, pressing Tab will switch the focus to the Save Changes button. I can't count how many times I've been doing reviews in Splinter and have done the same quickly, and then realized that I have accidentally activated the Cancel button. Breaking muscle memory is bad, we should modify the tab order to focus Save first I think.
