Steps to reproduce:
Facebook and Google Plus use similar photo viewers. These are activated by clicking on a photo on either site, and they display the photo overlaid on the current web page.
Actual results:
After upgrading to Firefox 7, I noticed that when these viewers load, the screen flickers with white bars appearing and disappearing continuously. This behavior occurs on Facebook when I scroll on the page, and on Google Plus when I move the mouse over elements with a mouseover/hover behavior. Switching tabs or windows and then switching back causes the flickering to stop.
Expected results:
There should not be any screen flickering.

reporter, do you see this issue when using a current version of firefox (version 13 or newer) started in safe mode - http://support.mozilla.org/en-US/kb/safe%20mode - with most current version of flash if appropriate ?

No, the issue is no longer present in recent versions of Firefox (including 13).
