The beach ball cursor prevents normal operation (sorta)

Details
When a page is loading, the beach ball cursor shows. It makes it very difficult
to click a button/checkbox because the hotpoint isn't visible.

This is happening, but is it a bug? When a page is loading, it should
display a busy cursor so that the user knows that the browser is busy
doing things and that you shouldn't try to have it do other stuff.
If a user sees a page, they are going to use it in some way always. and if a
user cnat use the page until its COMPLETELY done, that is going to make a lot
of people think Mozilla is MUCH, MUCH slower than IE. And a lot of times the
info appears on the page before the page is complete. It is possible to make a
custom CURS that has both the arrow and the beachball in it. That is what iCab
