"A voucher is someone who already has CVS commit access and who is confident
enough in you to be associated with your check-ins. Typically, your voucher will
be the owner of the module for which you've been submitting patches. Your
voucher is responsible for your bustages in the unfortunate event that you break
the tree and leave. Your voucher is responsible for making sure you know and
follow the rules. Vouching is a big responsibility, so people will make this
commitment only after due consideration. Your voucher will want to see evidence
that you know what you're doing and that your work rarely (if ever) breaks the
tree."
