currently: the whole thing underlines
desired: only the text "privacy policy" underlines when hovered

currently: the whole thing checks the checkbox
desired: only the text "privacy policy" links to privacy policy page. I don't believe it's necessary for the whole text to check the box.

I have the labels set to underline on hover across the site's forms to signify their click-ability (as they activate the corresponding form element). I thought this was a nice UX add, but if I'm wrong please do shame me in the errors of my ways.

I don't understand your second point. The folks writing the copy wanted the text "Privacy policy" to link to the page, but the rest of the form label should click the check box. Labels that don't activate corresponding check boxes are the Worst Thing Known To The Web After Geocities™.

Could you clarify if I'm wrong on point 1 and clarify 2 for me? Then I'll fix stuff, including #3. THANK YOU.

The underline of the labels is bizarre. They should activate the corresponding input but not have the hover underline. See mint's sign up form for a good example of it done right.
