Dragging URL-shortcuts to Mozilla window doesn't work

Details
Dragging an URL-shortcut to the browser window should make the
browser go to the URL of the shortcut.
Since Mozilla 0.8, this does not work.
Double-clicking the shortcut does work.
Detailed:
In Mozilla 0.8, a random page is being viewed. From the Location-bar,
I drag the bookmark to my desktop. I visit another page. I drag the
shortcut from the desktop to the Mozilla window. Mozilla gives a
"Downloading" popup: "This file has mime type application/octet-stream
and cannot be viewed using Mozilla...".
When I try to drag a URL-shortcut to Mozilla, which was created with
MSIE, I get to see the contents of the shortcut, e.g.

Also strange is that the icons of the shortcuts created with Mozilla
are the 'e' from MSIE, not the curly Mozilla.
Mozilla *is* associated with .URL and HTTP.
hrm, the icon association problems are interesting, but for now i'll resolve
the bug as a dupe based on the summary.
