If someone changes the scope of an English article (see https://support.mozilla.com/en-US/kb/how-do-i-stop-websites-tracking-me/discuss/1872), localizers don't know it.
Warn localizers when an en-US article has been renamed.
The article was renamed so the above link is now a "Page Not Found" due to bug 673944 (When KB articles are moved, kbforum thread URLs should update).  The discussion link is now https://support.mozilla.com/en-US/kb/how-do-i-turn-do-not-track-feature/discuss/1872
What would be a solution here? Send an email notification?

Yes for those who checked "Get emailed when English revisions are approved" or "Get emailed when English revisions are ready for localization".
Is still still an issue? I think the purpose of the discussion forums is to notify locales and to be kept updated so things like this can be avoided.

Nope, still an issue that we have to find a solution for. Not many people follow all of the discussions in the forums. Not sure why there was a needsinfo on Scoobi.
