1. Launch Firefox on a clean profile and make sure are least 2 tabs are available
2. Go to http://www.popuptest.com/popuptest1.html and allow pop-ups
3. Drag and drop a tab from the normal browser window in one of the pop-up windows

Expected result:
The action described in step 3 should not be possible

Actual result:
The action in step 3 is possible. Please see attachment.

*Notes:
-> This bug is a regression from the behavior before the landing of the bug 455694 (implementation of the feature Tab Animation)

I have tested your issue on latest FF release 46.0.1 and latest Nightly build and could not reproduce it.
Closing this as Resolved-WORKSFORME. 
If anyone can still reproduce it, feel free to reopen the issue and provide more information.
