693775 - Clean up and organize user settings

Right now the edit-settings view is pretty much dumping the raw form as HTML, and I added a tiny bit of CSS to make the text line up in columns, but it's not well organized.

I'd rather ship these prefs and then clean it up before we add many more, though, so I'm filing this follow-up now.

Give it a few minutes to pick up the latest changes, at this instant it's behind a flag and doesn't do anything.

This doesn't require any changes on the backend right?  It's just css and a few html changes?

Andrew, it would be nice. I am willing to implement this, but I need to know what James means by "well organized."
