69399 - Vacation-watch feature for NEW bugs only

After talking to Asa, changes to default component owners
are either a nuissance, or take time.  How do we cover for
owners that go on extended vacation without changing
the component default owner field?  A vacation-watch
feature to watch new bugs that come in would be a good way
to make sure that NEW bugs don't starve on some un-watched list.

Note: if someone goes on vacation, usually people that work
with that person will be aware of the downtime, while NEW bugs
may need urgent attention.  I think we should be very careful
about paying attention to NEW bugs.

This feature already exists.

Have the person who is covering click on the prefs button at the bottom of any of 
the pages while you're logged in.  Go to the Email Settings panel.  On that panel 
is an option called "Users to watch".  Fill in the Bugzilla login name of the 
person who's going on vacation.  Click Commit.

I only want notification for NEW bugs, not interested in current
buglist traffic for person on vacation.  Objective is to make sure
bugs have the right owners, and that NEW bugs don't starve on
some un-watched list.  I don't want to get all of that person's
bugzilla mail, my understanding is that the watch feature
would give me all the mail for that person.

Also, this might be useful for distributing NEW bug watch duty for a doomed
component or component owner.  E.g. instead of don watching all xpapps NEW mail,
we could get don, mcafee, and pchen to do this by adding them to the NEW-only
watch for xpapps (or don, depends on how this is implemented).

Component watching comes to mind (ability to add yourself to 'prefilled cc' for
a component maybe).  Perhaps with a pref for "only send mail when" and some
checkboxes for []"Bug creation" []"Bug Accepted" []"Bug Resolved" []"Bug
Verified".  I'm pretty sure my suggestions here are already covered in a couple
of other bugs.  Will try to locate those when I get a free second.

This would be best solved by first fixing bug 74496, then adding a new criteria
for "A new bug is created."
