A download scheduler similar to one found in numerous BitTorrent clients.
The scheduler would allow a user to specify time periods, in 1hr blocks, that Firefox is permitted to download files in the download manager.
The scheduler would be accessible through a button near the "Clear List" button in the download manager, as well as a button labeled "Scheduler" in the Downloads section of the General tab under Options.
The main benefit of such a feature is that users on restricted Internet plans are able to better manage their data usage by matching their on- and off-peak quotas.
No other browser developer has implemented such a feature yet, and this would provide Firefox with a competitive advantage (I can think of dozens of friends and family that would 'convert' to Firefox if it offered such a feature).

Sorry, but that's outside the scope of what the Firefox download manager is targeting (a simple download manager). If you want something more complex, there are lots of great add-ons out there!
