694515 - Update jQuery to latest verion

Description

Currently we are running an ancient (1.3.2) version of jQuery. There has been a huge amount of bug fixes, performance improvements as well as functional enhancement to jQuery since 1.3.2

This needs to be incremental and for a time we will need to run two versions at the same time using noConflict to map the new version of jQuery to something like jQ as apposed to $
