steps to reproduce:
1. Load https://addons-dev.allizom.org/en-US/firefox/
2. Click on Themes link in the header.

current behavior:
https://addons-dev.allizom.org/en-US/firefox/themes/?sort=featured loads by default

desired behavior:
https://addons-dev.allizom.org/en-US/firefox/themes/?sort=users loads by default

Note:  This should be changed for all applications.
