The recent test-output-timer change (bug 692554) appears to be triggering on 'cfx run', not just 'cfx test'. IRC user "louisremi" reported the browser launched by 'cfx run' is quitting on its own after 60 seconds, with a message saying "Test output exceeded timeout".

add enforce_timeout= option, to only enforce timeouts on "cfx test", not "cfx run"
