summary sez it all. several tasks:

1. clean up Will Test and Will Not Test areas, where needed.
2. make the doc not so browser-centric, if feasible [might need to reconsider].

also filed bug 79237 to remind me to update the prefs test outline.
actually resummarizing, since i ought to merge the plan with the test outline
page. namely to reduce redundancy and have one point of access for finding test
dox on prefs.

so, i'll be merging
