Currently prcpucfg.h (MDCPUCFG_H) is put into place by the Makefiles. There was talk in bug 687388 about moving this logic to configure, as the file has more to do with pre-building configuration than actual building. I don't have a super strong opinion on this and obviously this is low priority. I wouldn't be heartbroken if this were marked WONTFIX.
