string changes break xpcom standalone build

Although the new string library doesn't build standalone yet, xpcom still needs
to be able to do so. The broken xpcom standalone build is blocking the
standalone psm as well which is the only way to build psm. My guess is that
verifications didn't see it because they build psm after mozilla and not alone
or before. Patch forthcoming.

actually, psm failed on linux this morning, there are a couple different bugs
(installer error, can't get to https sites, etc.)

I also filed a bug against leaf to update the tinderboxen to build PSM so future
psm build bustage will be reflected on the tinderbox page.
