Thought I'd file this.

TEST-UNEXPECTED-FAIL | test_mozmill_sanity.js | [phase1] mozmill test failed, name: testTestStep, reason: [{"message":"[JavaScript Error: \"b.contentDocument.getElementById(\"setupSyncLink\") is null\" {file: \"chrome://browser/content/browser.js\" line: 3330}]"}

Doing some investigation, it appears that when we start poking at the about:home document, it has a head but no body, despite loading having allegedly completed.

My debugging log is attached.
According to autolog, this problem first appeared with this commit:

Yup, that makes sense. That's when the 'setupSyncLink' button and the corresponding code that fails in the TPS test were introduced.
