Selecting theme causes open window's menus to not drop down

After you select a different theme from the View->Apply Theme menu option,
any Mozzilla windows that are open will no longer drop down menus when a
menu item is selected. If however you open a new window (you have to use
CTRL-N) then that window will be OK. Oddly enough some of the Menus come
back after a while (File, Edit), but not all of them.
