69819 - Flaky https behaviour, several different behaviours

Most recently, Linux non-sea nightly build 2001021908.

For a few days and across several nightly builds, I've seen flaky behaviour as
described below.  All are 100% reproducible here.  I don't see any bugs in
Bugzilla that describe the exact behaviour, although 64621 seems similar to the
behaviour for smoketest 2.

On <https://shop.chapters.ca/SignIn/Default.asp?DEST=/OrderHistory/Default.asp>,
the beginning of the page eventually loads, but never completes--the browser
doesn't time out, either, even after 15 minutes!  (The header images do load
eventually).

At <http://deaddaisy.com/dd-merchcan.htm>, selecting the "online shopping cart"
link for the first item and proceeding to CCNow fails using an SSL proxy, but
succeeds otherwise.

On smoketest site
<http://jcewww.iaik.tu-graz.ac.at/servlet/demo.sslclientinfo.SSLClientInfoServlet>,
the browser eventually times out (with or without an SSL proxy set). On the
other smoketest sites, modssl.org and fortify.net, the browser succeeds if I
don't have a proxy set.

While investigating, I've verified that all of the sites work with Netscape 4.76.

The described behaviour continues in this morning's 2001022208 (which includes
the carpool from dougt--it touched some PSM problems, so thought there might be
an effect here).

Marking worksforme rather that dupe of bug 75865. I have no problem with any of 
the sites listed, and the problem with going through a proxy is known - bug 
75865.
