Each buildbot master now has a set of queue directories under /dev/shm/queue. The tools that manage these queues are under /builds/buildbot/queue. Our manage_masters script should be able to update the tools in /builds/buildbot/queue as well as possibly dealing with dead items, restarting queue runners, etc.
