At the moment Thunderbird, SeaMonkey and Composer have a single location for all editor/ui related locale files no matter if they all use them or not which can mean that TB localizers have to translate files that are not actually used by TB.
One possible option is to move the non-TB files out into another location.
Another potential option is to fork the files that TB needs from editor/ui/composer and leave the editor/ui/dialog shared.
This bug may end up being a meta/tracking bug, with the work being carried out in dependent bugs.
